Changes Chicago Board of Education from mayoral-appointed members to an elected body of 21 members (20 district representatives plus 1 at-large president) beginning with elections in 2018.

Requires candidates to be U.S. citizens, registered voters, and residents of Chicago and their electoral district for at least one year; reduces residency requirement from 3 years to 1 year.

Establishes 20 electoral districts for board elections to be created by the General Assembly by January 1, 2018, with districts to be compact, contiguous, and substantially equal in population.

Requires the General Assembly to redistrict the electoral districts in the year following each decennial census to reflect census results.

Sets nominating petition requirements of 250 signatures for district candidates and 2,500 signatures for at-large candidates; specifies board elections occur at consolidated elections with members serving 4-year terms (initial 2018 members serve 5-year terms).
