Amends the Circuit Courts Act to require the General Assembly to redraw the boundaries of Cook County Circuit subcircuits in the year following each federal decennial census to reflect updated population data.

Maintains the existing structure of 15 subcircuits in Cook County with 11 resident judges elected from each subcircuit for a total of 165 judges.

Establishes that subcircuits must be compact, contiguous, and substantially equal in population.

Requires resident judges elected from a subcircuit after January 1, 2008 to maintain residency as a registered voter in their subcircuit to run for retention.
