Amends the Illinois Public Aid Code to establish a minimum income threshold of 185% of the federal poverty level for working families with very low incomes to qualify for child care assistance, effective fiscal year 2018.

Maintains the previous threshold of 185% of federal poverty level for all other eligible categories beginning in fiscal year 2008, with prior threshold of 50% of state median income applying through fiscal year 2007.

Provides that the Department of Human Services shall establish income thresholds annually for each family size to determine child care assistance eligibility based on federal poverty level percentages.

Takes effect immediately upon becoming law.
