Establishes a 2-term limit for park district commissioners under both the standard 6-year term provisions and the optional 4-year term provisions.

Specifies that a 2-year transitional term served by a commissioner during the conversion from 6-year to 4-year terms shall not count toward the 2-term limit.

Amends sections 2-12 and 2-12a of the Park District Code (70 ILCS 1205) to codify these term limit restrictions.

Allows commissioners to serve up to 2 full elected terms, with the exception that transitional 2-year terms used to stagger elections do not count against this limit.
