Adds new definition of "roof repair" as reconstruction or renewal of any part of an existing roof for maintenance purposes, excluding work using torch techniques.

Exempts employees performing roof repair work on their employer's commercial or industrial property from roofing contractor licensing requirements when an employer-employee relationship exists.

Adds new exemption for employees performing roofing or waterproofing work on their employer's residential property from licensing requirements when an employer-employee relationship exists or work is performed for no consideration.

Modifies Section 11(4) to specify that licensing exemptions for employer-employee relationships apply to "roof repair" rather than all "roofing" work on commercial or industrial properties.

The Illinois Roofing Industry Licensing Act sections amended are scheduled to be repealed on January 1, 2026.
