Prohibits motor vehicle dealers from allowing drivers to operate vehicles offered for sale or lease off premises with obstructive signs, decals, paperwork, or materials on the front windshield or side windows adjacent to the driver that would impair visibility.

Requires dealers and window treatment installers to maintain copies of physician-certified statements for any medical exemptions prior to installing window treatments on vehicles.

Establishes penalties for violations of window obstruction requirements as a petty offense with fines between $50-$500 for first offense, and Class C misdemeanor with fines between $100-$500 for subsequent offenses.

Permits nonreflective window tinting on driver-side windows with minimum light transmittance of 50% (or 35% depending on rear window treatment) plus a 5% variance tolerance, with exemptions for medical conditions like lupus and albinism.

Takes effect January 1, 2018, and is referred to as Brendan's Law.
