Establishes a small business grant program administered by the Department of Commerce and Economic Opportunity for public aid recipients seeking to start new businesses, subject to appropriation.

Obligates eligible grant recipients to submit updated business plans annually to demonstrate continued viability or progress of their business.

Grants the Department of Commerce and Economic Opportunity authority to set rules determining minimum and maximum grant amounts, the number of grants per applicant, timeframes for applications, and other program requirements.
