IL HB0739

Amends the Community-Integrated Living Arrangements Licensure and Certification Act to prohibit agencies that have had licenses revoked from applying for or possessing a license under a different name.

Establishes that the Department must conduct licensure reviews when agencies experience disproportionate complaints, substantiated abuse or neglect cases, unexplained deaths of individuals served, or egregious life-threatening incidents.

Requires the Department to adopt rules establishing the process and timeframe for initiating license reviews based on specified violation triggers.

Maintains existing licensing requirements including application and renewal fees capped at $200, three-year license validity periods, and Department authority to conduct site visits and inspections.

Preserves the independence of the quality assurance unit administering the licensure system from units responsible for funding agencies and community services.
