Extends the deadline for retired teachers to return to work in subject shortage areas from June 30, 2013 to June 30, 2019.

Allows retired annuitants to work in shortage areas without losing retirement status or receiving additional service credit, subject to waiting period requirements based on age and years of service.

Requires school districts to first offer vacant positions to recently dismissed qualified teachers and conduct at least 90 days of recruitment through newspapers and the Illinois Education Job Bank before hiring retired teachers.

Exempts changes made by Public Act 95-910 and this amendatory act from the new benefit increase restrictions and sunset provisions in Section 16-203.

Transfers oversight of pension funding analysis from the Department of Financial and Professional Regulation to the Department of Insurance.
