Amends Public Acts 98-679, 98-680, and 98-681 to add supplemental appropriations for personal services and State contributions to Social Security across multiple state agencies

Appropriates funds from the General Revenue Fund to 19 state agencies including Department of Corrections ($40.7 million), Department of Human Services ($17.1 million), Department of Natural Resources ($1.3 million), and Department of Juvenile Justice ($3.1 million)

Allocates smaller amounts to agencies including Department of Children and Family Services ($27.1 million), Department of Public Health ($987.2 thousand), Department of Healthcare and Family Services ($37.2 thousand), and others

Includes funding for prior year costs and specifies breakdown between personal services costs and Social Security contribution costs for each agency

Takes effect immediately upon becoming law
