Reduces the threshold for a political party to be considered "established" from 5% to 2% of votes cast in the preceding general election for state and county officers.

Includes President of the United States in the definition of "state office" or "state officer" for certain purposes in the Election Code.

Reduces signature requirements to form a new political party statewide from 25,000 to 10,000 qualified voters (or 1% of prior statewide general election voters, whichever is less).

Reduces signature requirements for new political parties in districts and subdivisions from 5% to 2% of voters in the preceding regular election in that area.

Reduces specific signature thresholds for new political party petitions in congressional districts (5,000 to 2,000), legislative districts (3,000 to 1,200), and representative districts (1,500 to 600) following redistricting.
