Allows regularly enrolled volunteer firefighters in municipal fire departments to purchase up to 4 vehicle tires every 3 years through their fire department's or municipality's joint purchasing contracts, if authorized in writing by the fire chief

Requires written authorization from the fire chief on department letterhead that includes the volunteer firefighter's name, vehicle license plate number, and reference to the joint purchasing agreement

Makes the fire department or fire protection district responsible for documenting tire purchases by each volunteer firefighter to ensure the 4-tire-per-3-year limit is not exceeded

Requires volunteer firefighters to pay for all purchased tires and related taxes themselves; tire purchases are not tax-exempt

Applies to joint purchasing contracts first solicited on or after the effective date of this Act for both municipal fire departments and fire protection districts
