Amends the School Code to end the authority granted to school boards to transfer certain funds between accounts, which was previously extended through June 30, 2019 by Public Act 99-713.

Replaces the June 30, 2019 expiration date with "the effective date of this amendatory Act of the 100th General Assembly" in sections governing fire prevention/safety fund transfers and interfund transfers.

Eliminates the extended period during which school districts with populations under 500,000 could transfer surplus life safety funds to operations and maintenance funds for building repairs.

Takes effect immediately upon becoming law.
