Requires candidates for President and Vice President to file copies of all federal tax returns with the State Board of Elections at least 50 days prior to the general election to appear on the official ballot.

Defines "tax returns" as any tax returns filed with the Federal Internal Revenue Service for the 5-year period prior to the general election.

Amends the Election Code Section 21-1 governing the selection and election of presidential electors in Illinois.
