Allows governmental units, community college districts, and school districts to publish required legal notices on official government websites instead of in newspapers.

Requires the government entity or website host to maintain a service-level agreement guaranteeing the website is accessible to the public at least 98% of the time, 24 hours a day, 365 days per year.

Mandates that the official website display a prominent link to an index webpage listing all current legal notices with links to full text, search functions, and other accessibility features.

Requires notices to remain available on the website until the last required posting date expires or the event described in the notice takes place, whichever is later.

Repeals previous requirements that newspapers place notices on a statewide website at no cost to government and removes the requirement that newspapers have the capability to post notices on such a website.
