Extends the sunset date for a delinquent registration renewal fee exemption from June 30, 2017 to June 30, 2018 for passenger vehicles and motor vehicles weighing 8,000 pounds or less.

Secretary of State shall not impose a $20 delinquent registration renewal fee when a vehicle's registration expires during periods when renewal notices are not being sent to all vehicle owners with the same expiration date.

Provides an affirmative defense to expired registration citations issued within one month of expiration if the vehicle's expiration occurred during a notice non-sending period.

Allows computer printouts from the Secretary of State's website showing months when renewal notices were not sent to be used as prima facie evidence in expired registration citations.
