Adds new subsection (e-5) prohibiting local governments and home rule units from enacting ordinances that ban Automated Driving System equipped vehicles on their roadways.

Defines "Automated Driving System equipped vehicle" as any vehicle with hardware and software capable of performing the entire dynamic driving task on a sustained basis, regardless of operational domain limitations.

Permits local governments to regulate Automated Driving System equipped vehicles for traffic control purposes only, and prohibits regulations inconsistent with state vehicle code.

Establishes this prohibition as a constitutional limitation on home rule units' concurrent exercise of state powers under Article VII, Section 6(i) of the Illinois Constitution.
