Amends the Meat and Poultry Inspection Act to expand permitted activities for Type I establishments to include processing meat and poultry from animals slaughtered by or for the owner's personal use or household use.

Permits Type I establishments to receive live animals and poultry presented by owners for slaughter and processing for personal or household use.

Requires Type I establishments to stamp "NOT FOR SALE" in letters at least 3/8 inches high on all carcasses and meat/poultry product containers processed for personal or household use.

Maintains existing requirements for Type I establishments regarding sanitation procedures, HACCP plans, recall procedures, and wild game carcass handling.

Requires establishments to notify the Director if adulterated or misbranded meat products have entered commerce.
