Amends Illinois Highway Code Section 4-407 to require the Department of Transportation to post notice of detour locations on its website no later than 10 days before the detour becomes active, except in unanticipated emergencies.

Amends Section 4-408 to require both the Department and local governmental agencies to post detour notices on their respective websites at least 10 days in advance when a State highway is temporarily closed by a local agency under permit.

Allows local governmental agencies to satisfy website posting requirements by providing a hyperlink to notices posted on the Department's website instead of posting separately.

Exempts local governmental agencies without a website maintained by full-time staff and municipalities with 1,000,000 or more inhabitants from the detour posting requirements.

Maintains existing requirements that detours be plainly and conspicuously marked with signs to guide traffic around closed portions of State highways.
