Amends Section 11-907 of the Illinois Vehicle Code to allow tow trucks to use red, blue, and white oscillating lights in addition to previously authorized light colors.

Expands the definition of "authorized emergency vehicle" in subsection (c) to include vehicles equipped with red, blue, and white oscillating lights under Section 12-215 while engaged in official duties.

Drivers approaching stationary authorized emergency vehicles displaying red, blue, and white lights must yield the right-of-way by changing lanes when safely possible or reducing speed if lane changes are unsafe.

Violations of the right-of-way requirement carry a fine of $100 to $10,000 as a business offense, with enhanced penalties for violations resulting in property damage, injury, or death.
