Amends the Toll Highway Act to permit vehicles displaying a Purple Heart special registration license plate to use toll highways without paying tolls on August 7 of each year, designated as Purple Heart Day.

Authorization applies only to vehicles with Purple Heart license plates authorized under the Illinois Vehicle Code and only on the specified date each year.

Maintains existing toll exemptions for official Toll Highway Authority business, police and emergency vehicles, and the Suburban Bus Division of the Regional Transportation Authority.

Takes effect immediately upon becoming law.
