Removes the exemption for relatives of children from criminal history record check requirements for unlicensed child care providers receiving state child care assistance funds.

Requires all unlicensed child care providers participating in the child care assistance program to authorize written State and Federal Bureau of Investigation fingerprint-based criminal history record checks as a condition of eligibility.

Directs the Department to set standards for disqualifying providers based on indicated child abuse/neglect findings or disqualifying criminal convictions that have not been overturned or expunged.

Requires the Department to consider the nature and gravity of offenses, time elapsed since conviction, and relevance to child care responsibilities when determining disqualification.

Takes effect January 1, 2018.
