Allows school boards to employ school social workers who hold a master's or higher degree in social work from an accredited graduate school and a Professional Educator License with a school support personnel endorsement for school social work.

Restricts use of the title "school social worker" to only those persons who are properly licensed and endorsed under Section 21B-25.

Permits school social workers to provide individual and group services to general students and students with disabilities, and to provide support and consultation to administrators, teachers, and school personnel.

Establishes a nationally recommended student-to-school social worker ratio of 250 to 1 that school districts may maintain.

Prohibits school social workers from providing services outside their employment to any student in the district or districts that employ them.
