Creates the Support Your Neighbor Commission within the Department of Central Management Services to increase procurement and sale of American and Illinois-made products by the State.

Commission consists of 12 voting members appointed by legislative leaders and the Governor representing labor organizations, auto workers, machinists, garment workers, business groups, and manufacturing sectors, plus 6 ex-officio non-voting state directors.

Appointed members serve 4-year terms commencing January 26, 2015, with appointments to be made within 60 days of the act's effective date; members serve without compensation but are reimbursed for reasonable and necessary expenses.

Commission must file annual reports by December 31 with the Department of Central Management Services for posting on the department's website.

Section repealed January 31, 2019 (changed from December 31, 2017).
