Amends Section 18-12 of the School Code to modify deadlines for filing state aid claims: claims must be filed by June 21 for districts with school year ending before June 15, or within 2 weeks of the school year end date for those ending June 15 or later.

Allows school districts to count partial days of attendance toward state aid eligibility when closures result from adverse weather, health and safety hazards, or utilization of facilities for memorial or funeral services (beginning 2016-2017 school year), provided at least one hour of instruction occurs before closure.

Permits school districts to claim attendance for up to 2 school days based on average attendance when one or more school buildings must close before any instruction, or to use approved e-learning programs as an alternative.

Requires school districts to use all emergency days in their regular calendar before requesting exceptions to minimum school term requirements from the State Superintendent of Education.

Specifies that electronic submission of state aid claims requires password-protected secure network transmission and must include affirmation that all provisions of relevant sections of the School Code are met.
