Expands mental health insurance coverage requirements to include individual health insurance policies, effective upon the 100th General Assembly, in addition to existing group policy requirements.

Broadens the definition of eating disorders covered under serious mental illness to include pica, rumination disorder, avoidant/restrictive food intake disorder (ARFED), and other specified feeding or eating disorders (OSFED) as defined in the current Diagnostic and Statistical Manual.

Requires health plans to offer coverage for acute treatment services and clinical stabilization services for substance use disorders based on American Society of Addiction Medicine Patient Placement Criteria.

Mandates that insurers make medical necessity determinations for mental health and substance use disorder treatment consistent with determinations for other medical conditions, including same appeals processes and no additional criteria for substance use disorders.

Requires the Department of Insurance to proactively enforce mental health parity laws for both individual and group policies, monitor discriminatory practices, and ensure violations are remedied and deterred.
