Amends Section 19 of the Toll Highway Act to establish toll rate calculations based on the lowest reasonable rates needed to fund highway construction, maintenance, operations, and bond obligations.

Prohibits the Illinois Toll Highway Authority from charging tolls to law enforcement, fire department, emergency vehicles, and public or private ambulance services engaged in emergency duties, with plainly marked vehicles exempt and unmarked vehicles requiring an Official Permit Card.

Requires the Authority to adopt rules allowing public or private ambulance service vehicles engaged in emergency services to use toll highways without payment.

Establishes that vehicles owned or operated by the Suburban Bus Division of the Regional Transportation Authority may use toll highways without paying tolls when transporting passengers for hire.

Adds a new provision capping toll rates for first division motor vehicles pulling trailers with no more than 2 axles at a rate calculated by multiplying the I-Pass passenger vehicle toll by the total number of axles on the trailer, applicable to both I-Pass and cash payment users.
