Extends driver's license examination requirement from every 8 years to every 16 years for licensed drivers.

Increases standard driver's license validity period from 4 years to 8 years from date of issuance.

Removes provision allowing Secretary of State to issue new driver's licenses to previously unlicensed persons with 4-5 year expiration terms.

Maintains existing special expiration rules for drivers under 21, ages 81-86, age 87 and older, sex offenders, and non-U.S. citizens.
