HB1776 Summary

• Changes the City Colleges of Chicago Board of Trustees from a 7-member appointed board to a 21-member elected board, effective March 21, 2018
• Divides Chicago into 20 trustee districts with one representative per district, plus one at-large member who serves as board president
• Establishes board member election procedures including nomination petitions, lottery system for simultaneous filings, and terms of 4 years (5 years for initial 2018 election)
• Implements conflict-of-interest restrictions prohibiting board members from having contracts with the college district and barring former members from accepting compensation from entities they awarded contracts to within one year of leaving office
• Requires General Assembly to reapportionment trustee districts following each decennial census to maintain compact, contiguous, and substantially equal population districts
