Amends the Division of Banking Act to modify Section 6 regarding the Commissioner's duties, including cooperation with the Director of Aging on financial exploitation prevention programs for the elderly.

Changes deposit fund requirements in the Division of Banking Act to specify that civil penalties from the Illinois Banking Act, Corporate Fiduciary Act, and Illinois Bank Holding Company Act of 1957 be deposited in the Bank and Trust Company Fund.

Repeals the Check Printer and Check Number Act entirely.

Modifies the Electronic Fund Transfer Act to require cash-dispensing terminals (that do not accept deposits) to post a telephone number for consumer complaints and the Department's telephone number, while removing previous registration and annual filing requirements for terminal owners.

Takes effect upon becoming law.
