Allows drivers to pass bicycles in no-passing zones if the bicycle travels below half the posted speed limit, the driver can pass without exceeding the speed limit, and sufficient distance exists to safely complete the maneuver.

Requires motor vehicles overtaking bicycles or pedestrians to maintain a minimum safe passing distance of 3 feet.

Prohibits reckless driving unnecessarily close to bicyclists, pedestrians, or persons with horses or animal-drawn vehicles, with penalties of Class A misdemeanor or Class 3 felony if great bodily harm results.

Exempts bicycles from restrictions on driving on road shoulders, allowing them to use shoulders along with emergency vehicles, transit buses, farm tractors, and service vehicles.

Permits bicycles to use steady or flashing red rear lights in addition to or instead of required red reflectors for nighttime visibility.
