Amends the State Budget Law to add a new subsection (b-5) creating a continuing appropriation for state agencies to pay personnel expenditures during fiscal years 2016 and 2017 when regular appropriations are unavailable.

Defines "State agency" to include all constitutional officers and any state agency, board, commission, or instrumentality that received personnel expenditure appropriations from state funds in Fiscal Year 2015.

Defines "personnel expenditure" as wages, salaries, merit incentive and gain-sharing payments, State Social Security contributions, and State retirement system contributions, as determined by the agency and Governor's Office of Management and Budget.

Specifies the continuing appropriation applies to the "applicable State fund" (General Revenue Fund or other state fund from which personnel expenditures were appropriated in FY2015) for each payroll period lacking appropriations.

Clarifies the continuing appropriation does not create any right or expectation of continued employment or payment of personnel expenditures, and takes effect immediately upon becoming law.
