HB1796 - Health Insurance Claims Assessment Act

• Imposes a 1% assessment on paid claims by health insurance carriers and third-party administrators for dates of service beginning January 1, 2017.

• Assessment is capped at $10,000 per insured individual or covered life annually.

• Carriers and third-party administrators must file quarterly returns (April 30, July 30, October 30, and January 30) with the Department of Revenue and remit collected assessments.

• All revenue collected shall be deposited into the Healthcare Provider Relief Fund and used exclusively to fund Medicaid services administered by the Department of Healthcare and Family Services.

• Assessment excludes claims for federal employees, Medicare, Medicaid, non-residents, and various other specified coverage types including workers' compensation and long-term care.
