County boards may contract with row crop growers on land adjacent to county highways to purchase standing crop strips for use as snow breaks in areas where snow drifting obstructs traffic.

Contract price must be the higher of the local market price at time of contracting or the current Commodity Credit Corporation target price.

An additional inconvenience fee of at least 10% of the contract price may be paid to the grower.
