• Removes language requiring courts to reference acquisition and disposition controls and documents of title when inferring knowledge of vehicle theft, streamlining the evidentiary standard.

• Adds Section 4-103(a-1) allowing vehicle repair professionals to possess manufacturer identification plates for reaffixing on damaged vehicles, with requirements to notify the Secretary of State and maintain records of the replacement process.

• Requires vehicle owners whose vehicles were repaired under the new provision to contact the Illinois State Police Vehicle Inspection Bureau within 90 days for vehicle inspection.

• Amends Juvenile Court Act Section 5-410 to give greater weight to prior vehicular hijacking or aggravated vehicular hijacking findings when determining if secured custody is necessary for minors arrested for those offenses.
