Lowers the minimum age for organ donor registry enrollment from 18 to 16 years old through the First Person Consent organ and tissue donor registry maintained by the Secretary of State.

Allows 16 and 17 year-olds registered in the First Person Consent donor registry to execute binding anatomical gifts without parental consent.

Permits parents or guardians of deceased unemancipated minors to amend or revoke anatomical gifts made by the minor under the registry.

Requires procurement organizations to search for and notify parents or guardians when a deceased unemancipated minor donor is identified, allowing opportunity to amend or revoke the gift.

Establishes that enrollment in the First Person Consent registry constitutes full legal consent for organ and tissue donation for transplantation, therapy, and research purposes.
