HB1810 Summary

• Imposes a 3.75% surcharge on firearms and firearm component parts purchased in Illinois, effective January 1, 2017.

• Creates the At-Risk Youth Assistance Fund as a special fund in the State treasury to receive all revenue from the firearms surcharge.

• Directs Fund moneys to support community college scholarships for at-risk youth, summer job programs in high-crime communities, juvenile justice programs, and trauma center grants in high-crime areas.

• Defines "at-risk youth" as individuals ages 16-22 residing in high-crime census tracts where the homicide rate exceeds 4 times the average for similarly-sized municipalities.

• Takes effect immediately upon becoming law.
