• Requires retailers, recyclers, and collectors to register with the Agency and comply with specified standards for handling, transportation, documentation, and environmental safety of residential CEDs; imposes civil penalties up to $7,000 per violation and felony charges for knowing false statements.

• Creates advisory task forces to establish rules for allocating financial responsibilities among manufacturers and to develop best practices for collection and recycling operations.
