Adds Soaring Eagle Academy to the list of schools whose students in grades 9-12 or with specific IEP requirements may be transported in multi-function school activity buses (MFSABs) for curriculum-related activities.

Requires MFSAB drivers to hold valid school bus driver permits and comply with specified sections of the Illinois Vehicle Code regarding vehicle safety and operation.

Clarifies that noise suppression switches on school buses do not need to disable 2-way radios that transmit Global Positioning System (GPS) location data and record metadata stops.
