IL HB2063

Amends the Crime Victims Compensation Act to expand notification requirements for certain sexual abuse and human trafficking offenses from 72 hours to 7 days, allowing applicants to establish timeliness under the circumstances.

Adds human trafficking claims to the list of actions that constitute appropriate law enforcement notification and victim cooperation, alongside orders of protection, civil no contact orders, stalking orders, and hospital sexual assault evidence collection.

Expands the definition of legal disability to include posttraumatic stress disorder diagnosis, extending the filing deadline for victims under 18 or with legal disabilities to 2 years after attaining age 18 or disability removal.

Establishes that filing a police report, reporting by a mandated reporter, or reporting by a person with firsthand knowledge constitutes sufficient cooperation for victims under 18 years of age.

Requires victims of Section 10-9 Criminal Code offenses (gang-related tattoos) to submit a sworn statement attesting the removed tattoo was applied in connection with the offense to qualify for compensation.
