Amends Section 11-208 of the Illinois Vehicle Code to authorize the City of Chicago to enact an ordinance establishing a noise monitoring system on Lake Shore Drive.

Requires the noise monitoring system to be an automated monitor capable of recording noise levels 24 hours per day, 365 days per year with computer equipment to process the data.

Mandates that Chicago prepare and publicly release a noise monitoring report within 12 months of system installation, and periodically thereafter as deemed necessary by the City.

Takes effect upon becoming law.
