Municipalities with populations between 5,000 and 1,000,000 are required to develop and update long-range highway transportation plans for periods not exceeding 20 years.

Plans must include estimated revenues available during the planning period and statements of intention regarding construction, maintenance, and related work.

Plans must display existing municipal streets, future highway corridors, projected traffic usage, design standards for different traffic levels, and major anticipated improvements.

Plan copies must be made publicly available and updated on an annual basis, with initial plans required to be on file by July 1, 1971.
