IL HB2365

Prohibits municipalities with populations exceeding 1,000,000 from operating automated traffic law enforcement systems (red light cameras).

Allows the prohibition to be reconsidered if the municipality submits a report to the General Assembly detailing procedures to address issues including equipment malfunctions, non-conforming yellow light durations, inadequate oversight, and inconsistent violation issuance.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties.

Establishes requirements for municipalities that do operate red light camera systems, including posting signage at monitored intersections, conducting safety impact analyses within 36 months of installation, and making recorded violation images accessible to alleged violators online.

Sets civil penalties up to $100 for violations, allows traffic education program completion as alternative, requires notice be sent within 30-90 days, and prohibits vendor compensation based on citation volume or revenue generated.
