IL HB2366

Prohibits municipalities with a population exceeding 1,000,000 from operating automated traffic law enforcement systems (red light cameras).

Allows the prohibition to be reconsidered if the municipality submits a report to the General Assembly detailing procedures to address documented issues including equipment malfunctions, non-compliant yellow light durations, insufficient oversight, failure to notify drivers of equipment changes, and improper refund processes.

Establishes rules for automated red light enforcement systems in eligible counties (Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will), including civil penalties not exceeding $100, traffic education program requirements, and mandatory online access to violation images.

Requires intersections with automated enforcement systems to display warning signs, conform to state traffic control standards for yellow light timing, and conduct statistical safety analyses within 36 months of installation.

Prohibits compensation for automated enforcement systems from being based on citation volume or revenue generated, and exempts vehicle lessors from liability if they provide lessee information within required timeframes.
