Amends the Criminal Identification Act to expand eligibility for expungement and sealing of criminal records in Illinois.

Allows felony convictions to be sealed unless specifically excluded by statute, including convictions for theft, deceptive practices, forgery, and drug-related offenses.

Establishes that misdemeanor violations of Section 11-30 and Section 11-14 (prostitution) of the Criminal Code are now eligible for sealing, whereas they were previously prohibited.

Requires automatic expungement of law enforcement records for civil law violations under the Cannabis Control Act and Drug Paraphernalia Control Act, effective 180 days after the act's passage.

Maintains exceptions for sexual offenses committed against minors, DUI offenses (Section 11-501), and certain violent offenses; requires drug testing for petitioners seeking to seal certain felony records.
