Officers must provide a stop receipt to motorists stopped for traffic violations without issuing a citation or warning, describing the stop purpose and containing the officer's name and badge number.

Officers shall file copies of stop receipts with their department or agency, which must maintain records of all stops without citations or warnings.

Law enforcement agencies must record detailed information for all traffic stops and pedestrian detentions, including the person's race, reason for stop, date/time, location, whether searches or frisks were conducted, and contraband discovered.

Agencies must compile and submit collected stop data to the Illinois Department of Transportation by March 1 and August 1 annually, which will analyze the data for evidence of racial profiling patterns.

Individual identification information collected is confidential and exempt from public inspection under the Freedom of Information Act.
