Amends the Illinois Personnel Code Section 4d to modify partial exemptions from civil service jurisdiction for certain state positions

Extends the exemption period for positions at the Illinois School for the Deaf and Illinois School for the Visually Impaired requiring State Board of Education licensure from January 1, 2017 to August 30, 2019

Adds rehabilitation/mobility instructors and rehabilitation/mobility instructor trainees at the Illinois School for the Visually Impaired to the list of exempt positions through August 30, 2019

Maintains 21 senior public service administrator positions within the Department of Healthcare and Family Services as exempt from civil service requirements, including roles in healthcare administration, finance, data analytics, and information technology

Takes effect upon becoming law
