Prohibits selling or offering for retail sale any metal beverage container acquired after June 30, 1988 that has a detachable part used to open the container without a can opener, unless the detachable part comprises substantially all of one end of the container.

Defines "beverage" as beer, malt beverages, mineral water, soda water, or carbonated soft drinks in liquid form intended for human consumption.

Defines "metal beverage container" as any can or container composed exclusively or predominantly of metal or metallic alloys containing or that previously contained a beverage.

Establishes penalties of $500 for the first violation and $2,000 for any subsequent violations, both classified as business offenses.
