Amends the Higher Education Student Assistance Act to create a new scholarship program for children of veterans in all public institutions of higher learning, beginning with the 2017-2018 academic year.

Each county is entitled annually to one honorary scholarship per qualifying military service period, with a maximum of 3 scholarships per county per year, covering service during World War II, Korean War, Vietnam War, Beirut/Grenada conflicts, Persian Gulf operations, and Operation Enduring/Iraqi Freedom.

Scholarships provide tuition-free instruction for at least 4 consecutive years at any public institution of higher learning; preference given to children of deceased service members or those with service-connected disabilities.

Requires applicants to demonstrate academic proficiency through public examination, maintain good moral character, and be at least 15 years old; scholarships are administered by the Illinois Student Assistance Commission.

Terminates University of Illinois-specific veteran scholarships beginning 2017-2018, though current recipients may retain their scholarships for the remainder of their term.
