HB2394 Summary

• Amends in-state tuition provisions for all nine Illinois public universities (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University) to allow students meeting residency requirements to qualify for state-funded student aid and benefits.

• Establishes eligibility for state financial assistance including scholarships, grants, awards, stipends, room and board, and tuition waivers for students who lived with parents/guardians while attending Illinois high school, graduated from an Illinois high school, attended school in Illinois for at least 3 years, and enrolled at the university after fall 2003 (or non-citizens who pledge to apply for permanent residency).

• Excludes Monetary Award Program grants from the eligible state aid and benefits available to qualifying students.

• Declares that the bill constitutes a state law under 8 U.S.C. Section 1621(d) to comply with federal immigration law restrictions on state aid eligibility.
